The Problem
The North Memorial project involved a significant land use change, requiring rezoning from residential to commercial to accommodate a new emergency medical facility. The introduction of a primary care provider and outpatient health clinic into a largely residential area brought forward several challenges, including neighborhood opposition, access and traffic concerns, and the need to ensure compatibility with surrounding properties.
The site also presented practical limitations, including constrained access points and the need to maintain the functionality of nearby businesses throughout the redevelopment process.
The Solution
Lake West Development worked closely with the city and project partners to move the entitlement process forward in a way that addressed community and operational concerns.
To create a stronger buffer between the new facility and surrounding homes, Lake West acquired four additional residential properties, extending the separation to meet the city’s required 50-foot setback. This helped reduce direct impacts on neighboring properties and improve the overall transition between uses.
Access improvements were a key focus of the project. Lake West coordinated with city officials and MnDOT to design and construct a new frontage road, improving circulation to the site and enhancing access for nearby businesses, including Davanni’s and Duke’s on 7. Throughout construction and planning, Lake West worked directly with adjacent property owners to protect existing easements and maintain access where needed.
Parking constraints were addressed through close collaboration with engineers and the former owners of Duke’s on 7. By working through a zoning variance and refining the site layout, the team was able to increase parking capacity and ensure the project met operational needs.

Building Result
The North Memorial facility was successfully delivered and is now serving as an important emergency medical resource for the surrounding community.
The project improved access and circulation along the corridor, preserved key business operations during redevelopment, and provided a long-term healthcare asset in a previously underutilized site. Despite a challenging approval process, the project was completed through steady coordination with public and private stakeholders and a focus on practical, workable solutions and is now a great asset to the community.
